Purpose

The purpose of the Woodhaven Neighborhood Redevelopment Plan is to provide a comprehensive vision, supported by current market information, to address the challenges and opportunities present in the Woodhaven community. The plan considers historic trends and evaluates existing physical, demographic, land use, and economic aspects of the neighborhood. This report presents this background information, location-specific market research data, community-driven planning concepts, and feasible redevelopment tools, and recommends several development scenarios. As a part of the implementation strategy, these scenarios are examined using financial data to ensure market feasibility. Finally, the plan provides outline design guidelines, a development timeline, and an action plan to encourage private and public investment. An additional goal of the plan is to develop a planning process and implementation strategy that can be applied to other areas of the city with similar challenges and opportunities.

Objectives

The planning team and steering committee developed the following guiding statement: "To develop a redevelopment master plan for the Woodhaven Neighborhood that will consist of a mix of uses including residential and new retail/commercial/office. The Plan will identify new opportunities and provide implementation strategies for those opportunities."

Specifically, this plan strives to:

  • Reduce neighborhood crime to increase safety and reduce the cost of public services.
  • Improve public perception of the Woodhaven Neighborhood.
  • Increase neighborhood amenities, including open space and community facilities.
  • Achieve a balance of incomes and housing types.
  • Create a neighborhood center that provides a "sense of place."
  • Provide a positive tax increment to benefit all taxing jurisdictions.
