The following planning concepts are based on the results of the community input exercises and the Woodhaven Neighborhood Redevelopment Plan mission statement:

• Create neighborhood centers with new entrances and gateways.
• Improve the pedestrian environment and create new opportunities for pedestrians and bicycles.
• Create community identity.
• Address lack of neighborhood services.
• Utilize design-based crime prevention strategies.
• Reduce apartment concentration and diversify housing types.
• Stabilize the remaining apartment complexes.
• Build on existing senior residential facilities on the west side.
• Encourage commercial and mixed-use revitalization on the east side.

Utilizing these planning concepts as well as valuable market information from TLC Advisors, several development scenarios were presented to the Woodhaven Community. Based on concensus from the community, the final development scenarios were created, and are described on the following pages.
